TransLink and foreign ownership in housing are among Victoria’s lowest-ranked files.
Vancouver, BC – The year-end Insights West “BC Government Report Card” conducted in partnership with Business in Vancouver shows that the public’s perception of the government’s push for the development of liquefied natural gas (LNG) has become more negative since 2013.
The online survey of a representative sample of British Columbian adults also shows that just 12% of residents are satisfied with the way the provincial government is handling issues related to foreign ownership in housing.
Issues and Governance
More than one-in-four British Columbians (27%, +8 since May 2015) say the economy and jobs is the most important issue facing the province, followed by health care (17%, -4), housing, poverty and homelessness (also 17%, +1), government accountability (13%, -1) and the environment (7%, =).
The best rated issues for the BC Government are crime and public safety (35%, +1 since May), the economy and jobs (31%, -1) and energy, pipelines and LNG (30%, +3), the environment (29%, +3) and education (28%, +7).
About one-in-four residents are satisfied with the work being done on health care (25%, -1), business taxes and red tape (also 25%, +4) and the shortage of skilled workers (23%, +4). The rating is lowest for government accountability (15%, =) and housing, poverty and homelessness (14%, -1).
When assessing recent decisions made by the government, 42% of British Columbians (+1) say it did a “good” job in implementing changes to legislation related to the sale of alcohol.
No other decision is supported by more than a third of residents, including pushing for the development of LNG (33%, +1), handling relations with BC’s First Nations (31%, +1), managing BC Hydro (30%, +7) and dealing with the Northern Gateway Pipeline (27%, +2).
Over the past two years, there has been a decline in perceptions related to the push for the development of LNG in British Columbia. In December 2013, only 35% of British Columbians thought the performance of the government on this file was bad. The proportion has risen to 47% this month.
Fewer than one-in-four British Columbians are satisfied with the work done to reduce BC’s greenhouse gas emissions (24%, =), dealing with the Kinder Morgan Trans Mountain Pipeline (23%, =), managing BC Ferries (18%, +5) and managing the Agricultural Land Commission (also 18%, =).
The two lowest-ranked decisions are handling issues related to foreign ownership in housing (12%) and managing TransLink (10%, with 83% in Metro Vancouver having a negative view of the government’s actions).
The approval rating for Premier and BC Liberals leader Christy Clark this month is 29% (-1), with three-in-five residents (62%, =) saying they disapprove of her performance.
Two-in-five British Columbians (39%, -4) approve of the way Opposition and BC NDP leader John Horgan has handled his duties. Interim Green Party leader Adam Olsen and BC Conservative leader Dan Brooks continue to hold lower numbers (21% and 12% respectively).
Half of British Columbians (50%) say their opinion of Clark has worsened over the past six months, giving her a net momentum score of -46. Horgan is at +2, Olsen is even, and Brooks checks in at -7.
The BC NDP is in first place with the support of 39% of decided voters (-4), followed by the BC Liberals with 34% (-3), the BC Green Party with 16% (+6) and the BC Conservatives with 7% (+1).
“This is a particularly good showing for the Greens, who will choose a full time leader in February 2016,” says Mario Canseco, Vice President, Public Affairs, at Insights West. “However, as was the case in the last federal election, support for the Greens is concentrated on Vancouver Island, where they are essentially tied for second place with the BC Liberals.”
The New Democrats are ahead in Vancouver Island (37%) and among women (39%) and voters aged 18-to-34 (42%), but are practically even with the BC Liberals in Metro Vancouver and among male voters, those aged 35-to-54 and those aged 55 and over.
